Ukraine should receive nearly $3.5–3.6 billion (€2.9 billion) by October under the Prioritized Ukraine Requirements List (PURL), a NATO funding mechanism for the purchase of compatible weapons, ammo and equipment from the US, President Volodymyr Zelenskyy confirmed on Wednesday. The announcement was made with European Parliament President Roberta Metsola at a joint press conference in Kyiv.
Thus far, NATO partners, with the exception of the US, have committed over $2 billion, with further commitments expected next month. Although Zelenskyy did not provide the complete details of the first procurement batch, he did confirm they will include both Patriot air defense missiles and HIMARS rocket munitions, both of which are essential to countering Russia’s missile or glide-bomb strikes.
The announcement came on the same day Russia launched a fresh wave of overnight attacks that included rail and power supply, with at least four civilians reportedly injured in Kherson. In Zaporizhzhia, a missile strike caused damage to residential housing, where rescuers responded.
Although full-scale war has raged for more than three years, it is still not possible to achieve peace. The Kremlin has reiterated its willingness to engage in negotiations, but talks have reached a standstill over proposals yet to be resolved.
In another matter, Kyiv has announced a $150 million (€126 million) US-Ukraine mineral fund to attract investment in energy, infrastructure and critical minerals. With funding originating from the US International Development Finance Corporation and Ukraine providing equal funding, the fund intends to finance three major projects by 2026. The deal, signed in April, provides Washington with preferential access to mining projects. It also ties Ukraine’s economic recovery to western security and reconstruction objectives.
